Few did ever know that this Albayano
entrepreneur is both a lawyer and a Doctor
of Medicine. And throughout his professional
life, he has trodden and continues to tread with
commendable success the parallel, though sometimes
crossing, paths of public service and private
enterprise.

As Governor of Albav in 1962-1971, he fathered the establishment of the Tiwi
Geothermal Power Project that became the first geothermal power plant in the Philippines and Asia. He sits as member of the Board of Regent of the Bicol University and as co-chairman of the influential Bicol Regional Development Council. His unimpeachable integrity and compeence made him DBP representative to the Boards of prestigious corporations such as United Laboratories, Northern Cement, Makati Medical Center, Consolidated Mills, mc, and Bay View Hotel, among others.

As a private entrepreneur, Dr. Estevez pioneered the telecommunications business in his city and province, setting up the first telephone and cable television network which hastened the economic growth and business development of the land of majestic Mt. Mavon, a prime toui-ism landmark in South Luzon. His heart and mind are etched on almost every development project that he has initiated --- both as a public servant and a private entrepreneur. With his exemplary achievements, Dr. Estevez stands as proudly and as tall as the famous volcano that beckons throughout Albav and Bicolandia.
